Rules & Regulations

Library users must abide by the rules and regulations stipulated below. Library staff have the authority to inform users if they break the rules, request them to comply and bar access if they refuse. A user who refuses to comply or leave may be charged with committing a disciplinary offence.

Membership

  • Learners must have their student card on display when entering the library.
  • New learners must use their identity card until they receive their student card.
  • A lost student/staff card must be reported to the Security Unit immediately.
  • Membership privileges are not transferable. It is a serious offence to allow others to use one’s membership benefits.

General Regulations

  • Eating, drinking and smoking are strictly prohibited within the library.
  • Silence must be strictly observed. Handphones must be put in silent mode and not used to make calls.
  • A decent attire must be worn. Avoid sleeveless shirts and short and tight pants, skirts and dresses. Slippers and sloppy footwear should also be avoided.
  • Children under 12 and pets will be denied entry so as to not disturb other users.
  • Reservation of seats is not permitted as seats are limited. Other users may take over a seat if it is left vacant for more than 15 minutes.
  • All items found left behind in the library are claimable at the Reference Desk. However, the library will not take responsibility for any damage or loss of personal belongings left unattended in the library.
  • Users may not enter non-public areas of the library without permission from the staff.
  • Users may not enter or remain in the library when it is not open to the public.
  • Cameras and other recording equipment must not be used in the library without the permission of the Chief Librarian.
  • Users are not allowed to remove or change the placement of chairs, tables or any other furniture in the library.
  • Users damaging library materials or facilities will be liable to pay the full replacement cost, handling charge and a fine.

Borrowing/Returning/Renewing

  • Users are responsible for every item borrowed.
  • List books correctly in the borrow slip and patron account in the system when borrowing them.
  • Charge out books correctly in the patron account when returning them.
  • Academic and non-academic staff who go on sabbatical leave or resign are required to return all borrowed materials.
  • Students who have completed, discontinued or withdrawn from their studies must return all borrowed library materials. Those who fail to return the materials and clear any fine will have their transcripts suspended. The library has the right to ask the finance division to deduct the fine from the students’ deposit.

Copyright

  • The library adheres to the Copyright Act stated in the Malaysian Copyright Act 1987 and amendments up to year 2000.
  • Warning Notice - Any unauthorised copying, reproduction, sharing and/or downloading of any copyrighted material or any attempt to do so by using OUM’s facilities or outside networks/facilities, whether in hardcopy or softcopy format, is an infringement under the Copyright Act 1987 and a strict liability offence.
  • Disclaimer - If the provisions of the Copyright Act 1987 are infringed knowingly or unknowingly, OUM is not liable for the same in any manner whatsoever. Instead, any individual, student or group of students, organisation or body must be personally liable for all such acts of infringement and must indemnify OUM and keep it indemnified against all such claims and actions.

Usage of Computer Terminals

  • Do not access undesirable Internet sites and chat, email, download, print or circulate undesirable materials.
  • Do not install or customise any programme in the library computers.
  • Do not reserve any computer terminals as there is a limited number.
